UELMA Signed Into Law in Illinois!

Law librarians across Illinois had much to celebrate on August 26 when Gov. Quinn signed the Uniform Electronic Legal Material Act into law, making Illinois the eleventh state to enact the measure (Pennsylvania subsequently became the twelfth).

The long road to these victories began with a pair of landmark AALL reports, the State-by-State Report on Permanent Public Access to Electronic Government Information published in 2003, and the State-by-State Report on Authentication of Online Legal Resources in 2007. These reports identified the problems UELMA was written to address: lax attention to authentication, preservation, and permanent public access for the growing volume of official legal materials being posted online by state governments, leaving legal professionals and the public in doubt as to the trustworthiness of these online documents. Annual Reports: Archives Committee

During the course of the year members have continued to send CALL related documents, committee activities and more to the archives for filing. Electronic copies of materials sent are being printed off for filing. The Committee is planning to purchase a one or two terabyte drive to house archives from the web site. Hard copies received will not be scanned for the time being due to limited equipment capabilities; however items received electronically will be printed and stored electronically.  This spring has seen a rise in materials sent to the archives, including materials such as banners and plaques.

The Internet Committee provides CD back-ups of the ALL website at various intervals throughout the year.  A regular schedule for this activity still needs to be developed.

We did not meet as a group during the year, however maintained contact via e-mail.

Annual Reports: Bulletin Committee

The Committee published four issues of the Bulletin in 2013-2014: Fall 2013, Winter 2014, Spring 2014, and Summer 2014.

Kevin McClure, from the IIT Chicago-Kent College of Law Library, and Lyonette (Lyo) Louis-Jacques, from the D’Angelo Law Library at the University of Chicago Law School, served as co- editors.

Annual Reports: Bylaws Committee

In June, the Association voted to adopt changes to the CALL Bylaws.  These amendments were primarily adopted so that the Nominations and the Elections committees could be merged. Other amendments were technical in nature, inlcuding changing the language of the antidiscrimination article to correspond more closely with that of the American Association of Law Libraries (AALL).

Since that vote, AALL has amended their antidiscrimination clause to include gender identity.  In order that CALL be in compliance until another bylaws amendment is approved by the membership, the CALL Board passed a resolution to add gender identity. It is expected that this new amendment will be discussed at the Association’s September 2014 meeting and then voted upon by the membership.

Annual Reports: Community Service Committee

We had our annual meeting in late August to designate the charities that we would give our In-Kind and Monetary donations to. At this meeting we also designated members of the committee that would be in charge of each meeting so that no one member would be overworked. We have done this for the past three years and it seemed to work out very well.

September 2013 Business Meeting:  Our In-Kind donation went to “Chicago Cares: Students living in temporary housing” and our Monetary donation of $205.00 went to The American Cancer Society in honor of these listed families (Nordstrom, Denslaw, DeAntoni, and Soldat) all families associated with CALL members.

November 2013 Business Meeting was a salute to our Soldiers and Veterans, Our In-Kind donation went to Safe Haven Shelter and our Monetary donation of $270.00 went to Honor Flight Chicago.

February 2014 Business Meeting: Our In-Kind and Monetary Donation of $292.00 went to The Greater Chicago Food Depository.

May 2014 Business Meeting: Our In-Kind donation went to Sit Stay Read and our Monetary donation of $315.00 went to Blessings in a Backpack.

The Community Services Committee collected over $1,082.00 and boxes of goods that were sent out to these various charities. The Committee would like to thank our wonderful members for their continued generosity.

Annual Reports: Corporate Memory Committee

The 2013-2014 CALL Corporate Memory Committee was: Betty Roeske, Chairperson; Frank Drake, Judy Gaskell, Sheri Lewis, Susan Siebers and Clare Willis.  We updated the Policy Log four times this year: May 2013 Board Minutes, September 2013 Board Minutes, January 2014 Board Minutes and April 2014 Board Minutes. The Committee is also reviewing the Policy Log against the CALL Handbook. We anticipate this being a lengthy project.

Susan Siebers has written an article about the Corporate Memory Committee for the CALL Bulletin.

I would like to thank the Committee for all their hard work this year. A special thank you to Claire Willis for updating the Policy Log so quickly after our meetings.

Annual Reports: Government Relations Committee

MEMBERSHIP
OBJECTIVES

Promoting UELMA in Illinois was the main project for the year. Education on UELMA for committee members was accomplished through a handout shared at the September 19 meeting and through the e-bulletins and webcasts of Emily and Elizabeth of the AALL Government Relations Office. Education on UELMA for the community at large was accomplished through the GRC blog.

MEETINGS

The GRC met twice this year in person:

  • September 19, 2013 at the Chicago-Kent Law School
  • March 12, 2014 at the Lake & LaSalle Starbucks

The committee also held various phone meetings with student member Michael Verderame, who was being mentored this year by GRC committee members. Each member was assigned a month to mentor Michael and the arrangements of phone meetings and emails were at the discretion of the mentor and mentee.

ACCOMPLISHMENTS
  • UELMA (SB1941) passed the Illinois General Assembly and is awaiting Quinn’s signature.
  • Training was held for WordPress
  • Two government relations articles to the CALL
  • Several committee members contributed blog
  • Mentored student committee member Michael
  • Made the decision to commit to semi-regular update schedule of Finding Illinois Law Guide.

This year CALL offered two grants of up to $750 for the AALL Annual Meeting in San Antonio, TX. The Committee awarded the two AALL grants in 2013-14 to Jesse Bowman, Valparaiso University Law School Library and to Joanne Kiley, Locke Lord LLP.

The annual CALL awards were presented at the May 15, 2014 CALL business meeting. This year, CALL acknowledged two of our finest librarians with the Outstanding Lifetime Achievement in Law Librarianship Award.   Continue reading Annual Reports: Grants & Chapter Awards Committee

Annual Reports: Meetings Committee

This past year the CALL Meetings Committee was responsible for organizing four business meetings and creating four post meeting member satisfaction surveys. Committee members include Andrea Szabo, Julie Swanson, Lorna Tang, Eugene Guidice, and Karl Pettitt with Beth Schubert and Jesse Bowman serving as co-chairs.

The four business meetings were held in September, November, February, and May. The May meeting extended an invitation to local library school students to attend free of charge. Below is a brief overview of each meeting. The Vice President was responsible for obtaining the speakers and sponsors.

Annual Reports: Membership Committee

Committee Members: Christine Klobucar (co-chair), Megan Butman, Emily Janoski-Haehlen, Valerie Kropf, Mary Ann Lenzen, Jeff Meyerowitz, Lucy Robbins, and Lorna Tang.

As of April 30, 2013, CALL had 285 members. This is an increase of about 12 over the number of members at the end of 2012-2013.

The CALL Directory is updated four times a year on the CALL website (September, November, February and May). Corrections/updates are made by the Membership Committee, with the assistance of AALL staff. Then, the update is posted by the Internet Committee on CALL’s website. This year there were only three updates due to time constraints of the committee chairs.

Before each update, the Committee sent out an e-mail via the listserv asking the membership to check for any changes or corrections.

The Committee prepared “People & Places” columns for each CALL Bulletin with the changes and/or additions to CALL members. This serves as a supplement to the Membership Directory. The Committee intends to be more diligent in providing the information to the CALL Bulletin editors in a timely fashion.

The Membership Committee maintains a binder of the photo and social networking release forms in hard copy. The Committee worked with the Internet Committee to ensure a complete list of permissions was available.

Blank renewal forms and photo release forms with the new CALL logo were prepared and made available on the CALL website.

The Committee sent renewal invoices to members in late April 2014. Renewals have started to come in for the 2014-2015 year. We will work with the Treasurer throughout the year to receive membership information.
